The international forum is overseen by a comprehensive organizational structure composed of specialized committees, designed to ensure proper planning, effective implementation, and the highest levels of quality and excellence. These committees were established by an official decision of the Arabian Gulf University in partnership with the UNESCO Regional Center for Quality & Excellence in Education.
Scientific Committee:
- Define the forum’s scientific themes.
- Review submitted papers to ensure quality and relevance.
- Draft final recommendations and prepare the Manama 2025 Declaration.
- Supervise scientific workshops.
Organizing Committee:
- Develop the overall implementation plan.
- Coordinate the opening and closing ceremonies.
- Manage the protocol for official guests (ministers, speakers, experts).
- Oversee registration, reception, and hospitality.
- Lead public relations, media, and marketing efforts.
Technical Committee:
- Oversee the forum’s website and content updates.
- Provide technical infrastructure (AV systems, simultaneous interpretation, live streaming).
- Ensure technical support for speakers and participants.
- Manage digital documentation (photos, videos, e-library).
Quality Assurance Committee:
- Evaluate all stages of preparation and implementation.
- Monitor compliance with academic and administrative quality standards.
- Prepare periodic reports highlighting strengths and areas for improvement.
- Issue a final report on the forum’s level of achievement.

Dr. Chokri Barhoumi is an Associate Professor specializing in Knowledge Management. He earned his PhD in E-Learning and Knowledge Management from Macerata University, Italy (2011). With over 14 years of academic experience, he served as an Associate Professor at Taibah University in Al Madinah Al Munawwara, Saudi Arabia (2011–2024). Currently, he is a Knowledge Management Specialist at UNESCO | RCQE (since August 2025). His research interests include data analysis, knowledge management systems (KMS), information and data management, instructional design theories and models, information systems design, IT project management methods, and research methodologies—covering qualitative, quantitative, mixed methods, systematic literature reviews, meta-analysis, SEM, PLS-SEM, bibliometric analysis, and environmental scanning.
Dr. Najoua Fezzaa Ghriss

Currently Director of Programs and Projects at the UNESCO Regional Center for Quality and Excellence in Education (RCQE-UNESCO). Formerly a university teacher at the Higher Institute of Education, University of Tunis.
Co- author of the Arab Knowledge Reports, Lead Author of the Arab Knowledge Index Reports and a core team member of the Global Knowledge Index (since 2017 till now) developed by UNDP and Al Maktoum Knowledge Foundation. Scientific Committee member of the Arab Model for Quality and Excellence in Education, developed by the UNESCO-RCQE.
She has collaborated as an educational consultant and trainer with UNESCO, UNDP, ALECSO, France Education International, the Arab Council for Childhood and Development, DVV International…Her expertise focuses on sustainable development, evaluation and assessment, quality of education, comparative studies, educational indicators development.
Dr. Ibrahim Abdulkareem Alhussein

Ph.D. in Early Childhood Education, university professor, researcher, and regional expert in education quality. He has served as a consultant for UNICEF on the Child-Friendly Schools Project and is a certified evaluator in education quality management systems. He has published numerous scientific research papers and books in the field of education quality (his latest book: Quality of Education in Early Childhood Education: Theory and Practice). He is also a certified assessor with the European Foundation for Quality Management (EFQM).
His research interests focus on education quality and excellence, green education and sustainability, creativity and innovation in education, and, in particular, the quality of early childhood care and education. He is currently leading several regional research projects, including: Standards of Education Quality in Times of Crisis and Emergencies and the Regional Network of Green Schools Project.

Dr. Khaldoon Al-Roomi is a specialist Family Physician and Associate Professor in Family and Community Medicine at the College of Medicine and Health Sciences, Arabian Gulf University, Kingdom of Bahrain. He previously served as the Dean of the College of Medicine and Health Sciences.
Dr. Al-Roomi earned his MD (Excellent Grade) from the College of Medicine and Allied Sciences, King Abdulaziz University, Jeddah, Kingdom of Saudi Arabia. He holds an MSc from the University of Dundee, United Kingdom, and a PhD from the University of Newcastle, Australia.
He has authored approximately 60 papers published in peer-reviewed journals. His research interests include the epidemiology of non-communicable diseases, evidence-based medicine, randomized clinical trials, applications of artificial intelligence in health professions education and training, and medical education.
